Are all higher level data science jobs like this?

I'm really not sure how to summarize this concisely in a neat title, so just let me explain.

At previous lower level jobs, we were organized. We had ticketing tracking systems, step-by-step procedures for all of the commonly done work, we had checklists that people could sign off on as they completed work.
