[Cloudforet] Enable Azure Billing Plugin

Azure Billing Plugin(Ver 1.1.12) is compatible for Cloudforet Ver 1.12

1. Register Azure Billing DataSource Plugin

Create azure_data_source.yaml

2. Sync DataSource
