I've been using TF pretty much my whole deep learning career starting in 2017. I've also used it on Windows the entire time. This was never a major issue.
Now when I tried (somewhat belatedly) upgrading from 2.10 to 2.13, I see the GPU isnt being utilized and upon further digging see that [they](https://www.tensorflow.org/install/pip#windows-native) dropped Windows GPU support after 2.10:
