Face Recognition: What's The State Of The Art Technology Out There?

Hi. I want to know how can I make a python script/app which will be able to detect and then recognize faces at a certain distance (let's say 5-10feet) Real-Time from CCTV camera. It should also be able to recognize Unknown faces correctly. One major problem I am facing is that unknown faces are being labeled as known faces even though their face looks nothing like that. Also, it should be able to recognize atleast 500-1000 different faces correctly.
