Is the horse movement abnormal?

I am trying to build a program that takes a video as input (ideally of a horse), and provides the probability that the horse's movement is abnormal.
Based on my vague understanding of software development, ideally speaking, I'd have a program that can first compress the video to one with just the parts that I care about. For example:
1. First, I'd strip out the non-horse frames. Frames that do not contain a horse.
