[Project] AMLTK: A framework for building your own AutoML (AutoSklearn authors)

We recently released a new python package, AutoML-Toolkit (\`amltk\`), built for researchers, people who want to apply [AutoML](https://www.automl.org/) to their own machine learning pipelines or for people looking to build their own bespoke AutoML tools. There's no \`import torch\` or \`import sklearn\` for AutoML and we wanted to change that.
