Anyone ever decline an offer after an interview? Employer is furious, and I am laughing so hard

After an arduous several weeks interviewing for the company that laid me off months ago with no notice, promised me a decent severance, and basically told me I can't even apply as an internal, I'd be considered an external candidate with the 500+ others outside the company applying.
