As a non-programmer, what are the best AI programming tools to play with for the purpose of creating autonomous agents?

I know it's still VERY early days for autonomous agents like AutoGPT and BabyAGI. But if a non-programmer wanted to experiment with building an agent from scratch to accomplish a specific goal, what are the best AI programming tools that could be used to do so? Like, I'd just describe what I want done in english and it would write the code.
