Best machinelearning model that needs to satisfy constraint [D]

For a small project I'm working on, an hourly demand must be met in any case by supply. This supply can come from different shops. What model is best in predicting the shop that has to be used on an hourly basis, taking in mind that the model can not see into the future?
I hope this is not a too stupid question, I googled an hour an could only find slight hinds to ANN.
