Can the BLEU score be used to choose the best human translator among a pool of samples?

A translation agency is using the BLEU score to select the best human translators among a large pool of candidates. They had only two sample translations against which to compare each test entry. The subject matter is a highly complex legal document 500 words in length.
Do you think this is a valid approach? How reliable would the scores be? What are the problems with it?
