[D] Book recommendations for learning ML theory

I'm planning on taking a university course too next year and until then I want to get into the topic myself a little more. As a learning project I want to work on a "neural network library", to improve my C++ skills and learn CUDA / instruction level parallelization. Additionally, I want to brush up on the theory I will need for the project.
