[D] Stolen Car License Plate Obtainment?

Hi everyone, sorry if this post doesn't apply here. A friend of mine's car was stolen recently in Minnesota. The police sent them surveillance footage of his stolen car and the "getaway" car following close behind. The image quality as you can see is poor, but I'm asking if any of you have experience with any machine learning software that could obtain the license plate of the following SUV.
