[D] Title Change and Adding Authors

So I submitted a paper to an ICLR workshop a month ago, and I hope to finish the ongoing experiments and submit it to an actual conference. During this step, I have a friend on mine who helped me execute the experiment. My two questions are:
1. Is it okay to change the title of the paper?
2. Can I add another author when submitting to a different venue?
