[D] Waiting 6+ months for peer review normal?

I submitted a paper to IEEE TASL back in May covering a self-supervised reinforcement learning architecture my lab devised, but we have been waiting since then for any peer reviews to come in. Previous submissions to other conferences like ICRA have gotten feedback back much faster; is this normal for IEEE TASL or is something likely up with my submission?
