[D] What are considered "borderline papers" for the ICLR reviewer/AC discussion period?

I saw that the ICLR website says:

"Virtual Meeting with AC if paper you reviewed falls into borderline papers (November 18 2022 - December 12 2022)"

It seems like reviewers have not responded to a lot of papers which have a mix of accepts and rejects. What counts as borderline for them to discuss and possibly update their score?
