How do data scientist managers manage data scientists?

As a data science manager how do you manage your team? Specifically how do you manage your DSs career growth and promotion opportunities? Imagine you have a team of 5 DSs: 2 DS1, 2 DS2, and 1 DS3, where DSX is a Data Scientist 1-4. What is your measure of success - promotions, completed projects, revenue contribution,etc? How do DSX become DSX+1?
