If two neural networks have the same validation accuracy should they perform the same on unseen data even if the networks have different loss/size?

I'm doing a lab and this question popped up, I don't really know how to answer this. More precisely the stated, the question is that given two networks with the same accuracy on the validation data, can we expect them to have the same performance on unseen data even if the two networks have different loss or size?
