Managers of this sub, does no pay raise mean I will be the first one to get laid off if it comes to that?

I work for a F50 company. It’s been 2 years (tenure also 2) since I got any raise, even I though my performance reviews have went really well on top my regular great feedback throughout the year. Company says they have less budget this year etc etc. I know there are other people on my team who have not gotten any raise just like me.
