Neural network with variable number of inputs and related inputs

I've been trying to learn about neural networks recently and I successfully coded a neural network from scratch to recognize digits from the MNIST database. I'm now trying to create a more advanced neural network and I would be grateful if someone would give me some advice about the architectural structure of the network.
