[P] faster latent diffusion

This is a method I thought of to potentially make diffusion-type models faster. The theoretical justification is the same as for "consistency models" but was developed independently.

It works OK for MNIST, but that doesn't mean much. I don't have as many GPUs as OpenAI or MidJourney.
