[P] Instruction following codegen model you can use commercially

Releasing https://huggingface.co/sahil2801/instruct-codegen-16B which is the codegen-16B model by salesforce finetuned on a dataset of 250k instruction samples and achieves pass@1 of 37.1%

The data was not generated using any commercial llm api so the resulting model is 100% free to use for commercial use cases.
