[P] Okkam - find polynomials that fit arbitrary datasets using GA

This might be a bit old-school compared to the current NN meta but if anyone is interested I've cooked up a tool for finding polynomials with configurable parameters (number of terms, exponent bits) for arbitrary data in CSV.
