PhD or MS for nontechnical bachelors

I have a bachelors degree in International Relations, but I networked my way in Accenture to a Data Scientist position with OJT.

However, I would like to get my MS/PhD in Computer Science to advance my career as a SME. I looked into UPenn but it isn’t great for research.

What are my options for degrees?
