[R] Is it possible to write a paper without large amounts of compute?

I'm independently learning ml, and hope to write a paper sometime in the future, however I don't have access to any large computing power apart from my desktop gpu which is a 2070 super. It seems that most recent breakthroughs were not achievable without large amounts of compute. So is it even possible, or are there any domains in which a paper could be published without expensive gpus?
