Tracking Objects with a Moving Camera?

Is there any specific algorithm that will allow me to track objects with a moving camera (I'm using Resnet-50 from the TensorFlow Model Zoo) . So far, I have done some research but it seems that object tracking can only be done with a static camera and applying background subtraction. Also, the videos from my camera are moving fast since is based on crowdsensing.
