What’s the deal with minimum 3 YOE on most of job postings?

Hello, I’m coming with question to maybe more experienced professionals or even people which are recruiting. In most job postings I see for DS, MLE, MLOps etc I see requirement of at least 3 YOE. In my personal experience I saw lot of devs with 1 YOE having much more knowledge and wider range of skills then devs with 6 YOE writing code in PHP and using only excel.
