Why do US recruiters usually give preference to European workforce rather than to people from similar time zones, like South Americans?

I've noticed that I'm contacted by US recruiters when I set my LinkedIn location to Europe, regardless of the location's language, but not if I set it to my home country (Brazil).

Given that hiring people from South America is cheaper, why is it not usually looked up?
