Why is the content of the papers presented on arXiv different from the content on the official conference website?

When I was reading the paper "Faster R-CNN", I found that some contents described in the paper of arXiv version did not appear in the NIPS version. Such that, there were a lot of confusion while I was reading the paper downloaded directly from the website of NIPS, such as the "three ways of training".

Why does this happen? Should I always read papers published on the website of arXiv?
