Why my rtx 3090 performing worse than google colab T4 gpu? 38s/it vs 10s/it

I am running the same ipynb file locally in my pc with rtx 3090 and on google colab free version with t4 gpu. google colab gives 15gb vram, 13 gb system ram. I have 24gb vram in 3090 and 16gb system ram. Isn't 3090 meant to be faster than colab free version?
