Contractors who are called Data Scientists but can't do what I'd expect. What to do next.

Ok so, I was hired as a senior member of a pre-existing data science team. I now manage a few other team members (who were there before me). They are all contractors and their day rate is HIGH. They are all 'Data Scientists' and graduates.
