Is web scraping necessary for a data scientist or MLE role?

I am aiming a data scientist track further aspiring to be an MLE in future.
I was just enquiring is knowledge of webscraping is valuable for any of the two roles.

1. If so, then is it possible to learn web scraping without having any knowledge of html, js and any web development concept.
