Training an Small Language Model

Are SLMs trained the same way how LLMs are trained. Do I only have to train SLMs on task specific dataset with less number of parameters in model or model architecture are different?

Is this the steps correct to train SLMs:
1) Pre Training
2) Fine Tuning It
