What's your opinion? Can data science work be outsourced to people that do not have domain knowledge? Does having an intermediary translating the requirements to the outsourced teams help? If yes, then to what extent? What are some drawbacks?

EDIT: I couldn't agree more with comments reinforcing the need of domain knowledge. I myself would not hire a DS nor a DA without domain knowledge, despite all their flashy online certificates and degrees. I think I owe a context here …
