nebulgym: speed up your training with class decorators

As training can be a bottleneck for many AI developers, often costly and slow, we decided to share with everyone nebulgym library. The project is in its early stages and there is a lot of room for improvement, but it is already capable of cutting training time in half. It is based on the idea that training can be streamlined at different levels.
